on tuition fee payment privileges

at the Interregional Open Social Institute

 

  1. General provisions

  1. The objective of this Provision is to form and regulate the system of social protection of the Institute students and employees.

  2. In accordance with the Statute of the ANPO HPE IOSI the Board of Guardians can grant privileges to certain categories of students on its own initiative.

  3. The Institute sets the following categories of students provided with tuition fee payment privileges:

I category. Full-time students completing an academic year with excellent marks in all subjects;

II category. Public servants, people who did call-up military service, combatants, combat veterans, ex-servicemen.

III category. Students who lost a breadwinner, orphans, disabled persons of groups I and II;

IV category. The Institute regular staff and their immediate family.

V category. Students and postgraduates regularly representing the IOSI on competitions of the city, republican interregional and international level.
 

  1. Amount and terms of privilege granting

  1. Privilege granting to the I category of students

    1. For outstanding academic achievements and active involvement in research, cultural, sport and social work students are granted 10% discount on the total tuition fees for the following academic year.

    2. Privilege right is granted to full-time students with only excellent marks in all disciplines at the end of an academic year and in good academic standing.

    3. Winners of academic and research competitions, grants can get up to 5% discount on the total tuition fees for the following academic year, provided that they have excellent or good academic progress in all disciplines.

    4. Privileges for outstanding academic achievements are granted to students only after completion of the first year of study.

  2. Privilege granting to the II category of students

    1. Students who did call-up military service, combatants, combat veterans, military service veterans can get discount up to 3 % on the total tuition fees for an academic year.

    2. Public servants can get discount up to 0.5 % on the total tuition fees for an academic year. This privilege is granted once for the whole period of studies (only in the 2nd year of study).

    3. Citizens who did military service under the contract can get discount on tuition fees for one academic year, if they enroll to the Institute not later than one year after service expiration.

Privilege granting to the III category of students

  1. Students with difficult financial situation, challenging their further studies at the Institute, can be granted up to 15% discount on the total tuition fees for a full academic year on the grounds stated in the subparagraph 2.3.2.

  2. Grounds for privilege granting to this category of students:
    - disability (groups I and II)
    - loss of breadwinner during studies at the Institute.

The III category of students also includes full-time and extramural students:

  • disabled persons of groups I and II;

  • from families who lost a breadwinner during studies at the Institute.

2.3.4. In each specific case the amount of privilege is settled by the group decision of the Board of Guardians.

2.3.5. Privileges to orphan full-time students are granted from the 1st to 5th years of study, provided that they have good academic achievements and in good academic standing, and they amount up to 20% in case if the Administration of the President of the Mari El Republic does not pay studies of this category of students.


2.4. Privilege granting to the IV category of students

2.4.1. The Institute employees, as well as their immediate family are entitled to be granted tuition fee payment privileges for studies on any educational program.

2.4.2. Amount of granted privileges for tuition fee payment is settled depending on a degree of kindred and it is regulated as follows:

  • employees – up to 10 %;

  • children and spouses – up to 5 %.

2.4.3. These privileges are granted only to regular staff and on the condition that their employment history at the Institute is not less than two years.

2.4.4. Privileges are set by the Board of Guardians on an employee’s personal application submitted to the name of the Institute Rector.

2.4.5. An employee having quitted his or her job at the Institute becomes deprived of the right for privileges in further studies.


2.5. Privilege granting to the V category of students

2.5.1. Students and postgraduates regularly representing the IOSI on competitions of the city or higher level have a right for discount from 5% up to 30% on the total tuition fees for an academic year.

2.5.2. To grant privileges it is necessary to meet the following requirements:

  • regular improvement of sports skills;

  • to take prizes in official competitions during an academic year;

  • to represent the IOSI on competitions;

  • to take care of health (no bad habits, maintaining a healthy lifestyle);

  • lack of academic and financial debts.

2.5.3. The final decision on the amount of privileges is taken by the Board of Guardians based on sports and technical results.

2.6. Tuition fee payment privileges are granted according to the results of the end of an academic year. Important requirement for privilege granting is absence of academic debts at the end of an academic year and marks not less than 4.0 points according on examination session results – for the categories II and IV, not less than 3.6 points on examination session results – for the category III (only for disabled persons of groups I and II).

2.7. A student can take advantage of only one privilege throughout an academic year. Tuition fee payment privileges do not accumulate, they are granted every year upon the significant grounds. 2.8. Privileges are granted upon students’ personal applications, provided that there is a full documentary proof.

2.9. Application for privileges should be submitted to the name of the Institute Rector till October 30 of a new academic year. Otherwise the application is not taken into consideration and privileges are not granted.

2.10. Privileges to all the above mentioned categories of students are granted on the basis of annual budget of the Board of Guardians.

2.11. In exceptional cases and in cases not specified in this Provision, the issue of tuition fee payment privileges is decided by the Board of Guardians via panel discussion.

 

3. Organization and procedure for privilege granting

3.1. Al issues connected with tuition fee payment privilege granting fall within the competence of the IOSI Board of Guardians.

3.2. The Rector of the Institute delivers to the Chairman of the Board of Guardians a statement on privilege granting based on a statement of the Head of the Planning and Finance Department.

3.3. The Deans of the full-time and extramural departments submit to the Head of the Planning and Finance Department information on students’ academic progress and character references.

3.4. Documents required for privilege granting:

3.5. To the I category:
         – student’s achievement sheet (grade point average, academic arrears),
         – student’s character reference.

 

To the II category:
         – application,
         – student’s achievement sheet (grade point average, academic arrears),
         – documents certifying privilege granting,
         – employment verification letter (for public servants).

 

To the III category:
         – application,
         – student’s achievement sheet (grade point average, academic arrears),
         – documents certifying privilege granting.

 

To the IV category:
         – application,
         – student’s achievement sheet (grade point average, academic arrears).

 

To the V category:
         – application,
         – notarized copies of result cards,
         – character reference of the Department of Physical Education and the Dean’s Office,
         – information on academic progress.

 

3.6. Registration of applications and receipt of documents is carried out by the Planning and Finance Department.

3.7. Students with tuition fee payment privilege do not pay default interest upon the tuition fee payment agreement in the field of higher professional education.

 


AMENDMENTS to the Provision

on tuition fee payment privileges

at the Interregional Open Social Institute

 

1. Subparagraph 1.3. of the Provision on tuition fee payment privileges at the IOSI is to be amended by adding the following clause: “VI category. Extramural students studying with distance technologies, that is:

1) mothers on maternity leave up to 3 years;

2) disabled persons of groups I, II and III”.

2. Section 2 of the Provision on tuition fee payment privileges at the IOSI is to be amended by adding the clause 2.12 with the following content:


«2.12. Privilege granting to the VI category

Extramural students studying with distance technologies are granted a privilege:

1) mothers on maternity leave up to 3 years - 20% discount on the total tuition fees for a full academic year.

2) disabled persons of groups I, II and III - 20% discount on the total tuition fees for a full academic year.

Documents required for receiving the tuition fee payment privilege concerning this category of students:

- Birth certificate of a child;

- Disablement Certificate of a student;

- Application for distance learning”.
